2019-2020 Supreme Court Fellows


June 19, 2019 – The Supreme Court Fellows Commission is pleased to announce the appointment of Jennifer L. Barrow, D. Seth Fortenbery, Sarah E. Kramer, and Heather K. O’Brien as the 2019-2020 Supreme Court Fellows. These four individuals were selected as part of a highly competitive national process, culminating with interviews by the Commission in Washington, D.C. Each Fellow will serve a one-year term beginning in September 2019.


Lilia Alvarez
JENNIFER L. BARROW is the 2019-2020 Fellow assigned to the United States Sentencing Commission, the agency responsible for establishment of sentencing policies and practices for the federal courts. Ms. Barrow joins the Supreme Court Fellows Program from the United States Court of Appeals for the Second Circuit, where she clerked for the Honorable Ralph K. Winter. Ms. Barrow earned a B.S. in the American Legal System from the United States Military Academy and a J.D. from Harvard Law School, where she was a Senior Editor of the National Security Journal and of the Journal of Law and Public Policy. Prior to law school, Ms. Barrow served tours in Afghanistan and Iraq as a United States Army officer. She attained the rank of Captain and was awarded a Bronze Star.

Elizabeth H. Jones
D. SETH FORTENBERY is the 2019-2020 Fellow assigned to the Federal Judicial Center, the education and research agency for the federal courts. Mr. Fortenbery joins the Supreme Court Fellows Program from the United States Court of Appeals for the Sixth Circuit, where he clerked for the Honorable Eugene E. Siler, Jr. He previously clerked for the Honorable Karen K. Caldwell of the United States District Court for the Eastern District of Kentucky. Mr. Fortenbery earned a B.A., with honors, in English and Philosophy from the University of Kentucky and a J.D. from the University of Kentucky College of Law, where he was a Senior Staff Editor of the Kentucky Law Journal.

L. Raymond Sun
SARAH E. KRAMER is the 2019-2020 Fellow assigned to the Supreme Court of the United States, where she will serve in the Office of the Counselor to the Chief Justice. Ms. Kramer joins the Supreme Court Fellows Program from the United States Court of International Trade, where she clerked for the Honorable Gary S. Katzmann. Ms. Kramer earned a B.A., with highest honors, in International Relations from the University of Rochester and a B.M., with highest honors, in Applied Music from the Eastman School of Music. She earned a J.D. from the University of Pennsylvania Law School, where she was an Executive Online Editor of the University of Pennsylvania Journal of International Law.

Abigail B. Willie
HEATHER K. O’BRIEN is the 2019-2020 Fellow assigned to the Administrative Office of the United States Courts, the central support entity for the Judicial Branch. Ms. O’Brien joins the Supreme Court Fellows Program from her position as senior legal counsel for U.S. Center for SafeSport, an independent non-profit that provides services to sport entities on abuse prevention. From 2010 to 2018, she served as a County Court Judge on the Ninth Judicial Circuit of Florida, Osceola County. Earlier in her career, Ms. O’Brien served as an Assistant Public Defender in Orlando, Florida, as an Assistant County Attorney for Osceola County, Florida, and as a law clerk to the Honorable Alex J. Martinez of the Colorado Supreme Court. She has been an Adjunct Professor of Law at the Barry University Dwayne O. Andreas School of Law. Ms. O’Brien earned a B.A., with high honors, in Political Science from Colorado College and a J.D. from Georgetown University Law Center.
