2017-2018 Supreme Court Fellows


JUNE 29, 2017—The Supreme Court Fellows Commission is pleased to announce the appointment of Parker Douglas, Smita E. Ghosh, Mary S. Hoopes, and Matthew G. Sipe as the 2017-2018 Supreme Court Fellows. These four individuals were selected as part of a highly competitive national process, culminating with interviews by the Commission in Washington, D.C. Each Fellow will serve a one-year term beginning in September 2017.


Parker Douglas
PARKER DOUGLAS is the 2017-2018 Supreme Court Fellow assigned to the Supreme Court of the United States, where he will serve in the Office of the Counselor to the Chief Justice. Dr. Douglas joins the Supreme Court Fellows Program from the Office of the Utah Attorney General, where he was Chief Federal Deputy Attorney General and General Counsel. He received his B.A., with highest distinction, in English and History from the Pitzer College of the Claremont Colleges. He earned a Ph.D., with high honors, in English from the University of California, Santa Barbara, and a J.D., Order of the Coif, from the University of Utah, S.J. Quinney College of Law, where he was Editor-in-Chief of the Utah Law Review. Before joining the Utah Attorney General’s Office he was an Assistant Federal Defender for the District of Utah, and engaged in private practice in Salt Lake City, Utah, and in Washington, D.C. Dr. Douglas served as a law clerk to the Honorable Michael W. McConnell of the United States Court of Appeals for the Tenth Circuit, and the Honorable Tena Campbell of the United States District Court for the District of Utah. He has taught at the University of Utah, S.J. Quinney School of Law.

Smita E. Ghosh
SMITA E. GHOSH is the 2017-2018 Supreme Court Fellow assigned to the United States Sentencing Commission, the agency responsible for establishment of sentencing policies and practices for the federal courts. Ms. Ghosh joins the Supreme Court Fellows Program from the United States District Court for the District of Connecticut, where she clerked for the Honorable Victor A. Bolden. Ms. Ghosh earned a B.A., with high honors, in History and Psychology from Swarthmore College, and a J.D., with honors, from the University of Pennsylvania Law School. She served a one-year term as an Annenberg History Fellow, and was Associate Editor of the Journal of Constitutional Law Vol. 14. Ms. Ghosh is a doctoral candidate in American Legal History at the University of Pennsylvania.

Mary S. Hoopes
MARY S. HOOPES is the 2017-2018 Supreme Court Fellow assigned to the Federal Judicial Center, the education and research agency for the federal courts. Ms. Hoopes joins the Supreme Court Fellows Program from the United States Court of Appeals for the Ninth Circuit, where she clerked for the Honorable John T. Noonan, Jr. Ms. Hoopes earned a B.S., with high honors, in Science Pre-Professional Studies and Philosophy from the University of Notre Dame, where she received the John A. Oesterle Award in Philosophy, given to the top three graduating seniors. She earned a J.D., magna cum laude, Order of the Coif, from Cornell Law School, where she was General Editor of the Cornell Law Review. Following law school, she was a Litigation Associate at Skadden, Arps, Slate, Meagher & Flom, LLP, in Chicago, Illinois, and an Adjunct Professor at the Loyola University Chicago School of Law. Ms. Hoopes is a doctoral candidate in Jurisprudence and Social Policy at the University of California, Berkeley.

Matthew G. Sipe
MATTHEW G. SIPE is the 2017-2018 Supreme Court Fellow assigned to the Administrative Office of the United States Courts, the central support entity for the Judicial Branch. Mr. Sipe joins the Supreme Court Fellows Program from the United States Court of Appeals for the Federal Circuit, where he clerked for the Honorable Kathleen M. O’Malley. Prior to his clerkship with Judge O’Malley, he clerked for the Honorable Samuel H. Mays, Jr., of the United States District Court for the Western District of Tennessee. Mr. Sipe received a B.A. in Mathematics and Economics from the University of Virginia, where he was a Lawn Resident as well as a member of the Raven Society. He earned a J.D. from Yale Law School, where he was an editor and author for the Yale Law Journal and the Yale Journal on Regulation.
